Knowledge Sharing Program(KSP)

In 2004, the Ministry of Strategy and Finance (MOSF) of Korea launched the Knowledge Sharing Program (KSP), a comprehensive platform designed to meet rising global demand for Korea’s development experience. KSP aims to share knowledge with its partners and develop a solid foundation for the expansion of economic and political cooperation.

Since 2013, KAMCO has actively participated in KSP to provide policy advisory and capacity building workshops to cooperating countries including Vietnam, Kazakhstan and Colombia on various topics including NPL acquisition and resolution, on-line bidding system, efficient management of public assets, etc. As a comprehensive public asset management institution, KAMCO will continue spread its knowledge and experiences across the world responding to global demand.

KSP with Vietnam

Background

- In December 2012, the Debt and Assets Trading Corporation (DATC) sent directly to KAMCO a letter seeking consultation, specifically, 'a policy consultation with a view to sharing experience in NPL resolution and restructuring projects in Vietnam'

- The request was aimed at obtaining empirical lessons from KAMCO's past experience with NPL resolution and restructuring in Korea

Consultation Topics :

- Improving DATC’s operational capacity in SOE’s debt resolution and restructuring(2013)

- Improving DATC’s capacity, with focus on operational strategy and procedures(2014)

- Support for Developing Online Asset Disposal System in Vietnam (2015, System Consulting)

- Capacity Building Workshop to support establish an online asset disposal system in Vietnam(2016/17)

KSP with Kazakhstan

Background

- In January 2013, KAMCO received a request from the National Bank of Kazakhstan(NBK) to impart Korea’s successful experiences in overcoming the Asian financial crisis

- In December 2013, NBK submitted a KSP written demand survey to the Korean Ministry of Strategy and Finance, requesting KAMCO to share its experience and expertise on NPL acquisition and resolution, and thus inducing financial stability and profitability

- Enhancing divestment of NPLs to FPL and the establishment of effective NPL acquisition regimes(2014/15)

- Consultation on strategies for FPL to become a public AMC and introduction of various NPL resolution methods(2015/16)

KSP with Colombia

Background

- On Nov. 4th, 2015 APC Colombia submitted the KSP demand survey through an official channel

- Specific policy consultation topics included KAMCO to support CISA undergo advancement as a government-owned asset management institution and strengthen its role

KSP with Myanmar

Background

- On December of 2020, the Myanmar government requested policy advice to improve access to financial services for SMEs and low-income families with improving micro-finance legal framework and policies.

- The Myanmar government sought to improve the economic and social conditions of economically vulnerable class, which is essential to support Myanmar's sustainable economic growth, by providing microfinance services (MFI)
based on financial reform and microfinance laws.

Consultation Topics :

- A Study on the Promotion of Public Finance for the Provision of Inclusive Financial Services

- The introduction of a debtor relief system to promote public finance (government-led financial education, development of guarantee products for the common people, establishment of policy financial institutions for the common people) and minimize debtor damage due to default

- Debt restructuring methods to reduce the debt burden of the socially vulnerable, as well as the establishment of bad banks and the settlement of individual overdue bonds to enhance MFI asset soundness
