Title KAMCO Partners with ADB for Vietnam’s ABS Legal Framework Establishmen
Department 기획조정실
Date 2026-05-06 Hit 211

On April 30th, KAMCO (Korea Asset Management Corporation, Chairman & CEO Jeong Hoon Jeong) announced the signing of a consulting contract with the Asian Development Bank (ADB) to establish a legal framework for introducing an Asset-Backed Securities (ABS) system in Vietnam.

This consulting initiative arose as the State Bank of Vietnam identified the establishment of laws and systems for asset securitization as a national policy priority to efficiently address the recent surge in non-performing loans. Consequently, ADB was approached for related consulting, leading to an international competitive bidding process.

KAMCO, in collaboration with five specialized institutions, participated in the bidding and, as a result, was selected as the preferred bidder in March, culminating in a final contract valued at $400,000.

Notably, this achievement underscores the international recognition of KAMCO’s experience and capability in overcoming the Asian financial crisis through the successful implementation of an ABS system based on non-performing loans.

Over the next 25 months, KAMCO will lead efforts in analyzing Vietnam’s ABS legal framework, offering policy recommendations, establishing ABS issuance guidelines, and providing capacity-building programs, thereby supporting the establishment of a safety net in Vietnam’s financial market.

KAMCO Chairman & CEO Jeong Hoon Jeong expressed his satisfaction, stating, “I am pleased that this consulting project allows Korean financial systems and techniques to contribute to strengthening Vietnam’s financial safety net. Furthermore, I hope this initiative will provide substantial assistance to domestic investors entering the Vietnamese capital market.”
